289 and RSA 290. RSA 289:7 provides us with the authority to establish
rules/regulations governing Mont Vernon's cemeteries.

CEMETERY RULES AND REGULATIONS
for Mont Vernon, New Hampshire as of May 26, 2008

- PURCHASE OF CEMETERY LOTS
1 The purchase of a cemetery lot authorizes the owner the RIGHT TO INTER human remains within the lot boundaries. No other rights are granted except as explicitly stated in these rules. Title to the real estate remains with the town.
2 Each current or former resident of Mont Vernon may purchase one lot.
3 By written request to the cemetery trustees, lot owners may transfer the RIGHT TO INTER to a new owner who meets the residency requirements above. If a lot owner wishes to relinquish an unused lot, he or she can sell it back to the Mont Vernon Cemetery at the total price originally paid.
4 All lot sales include perpetual care. The perpetual care trust associated with a lot being relinquished will be transferred to the entire cemetery.
5 Lots shall be sold in two sizes: large lots which are twenty feet by ten feet, and small lots which are ten feet by ten feet.
6 Large lots are limited to four full burials or eight cremation burials or a logical combination of full and cremation burials.
7 Small lots are limited to two full burials or four cremation burials or a logical combination of full and cremation burials.
8 Ledge, large boulders, or mature trees may reduce the capacity of a lot. The owner may ask the Cemetery Trustees to have these impediments removed. If they agree, the owner must pay for the work in advance. The owner may instead choose to accept the reduction in capacity or relinquish the lot as described above.
- INTERMENTS
1 The signed interment order and payment must be received by a Cemetery Trustee three days before the burial.
2 All interments, including cremations, shall be done under the supervision of a Cemetery Trustee or by the Trustees’ contractor.
3 Full burials must be covered by a cemetery vault.
- MARKERS AND MONUMENTS
1 Monument installation shall be by the owner’s contractor under the supervision of a Cemetery Trustee.
2 Only one above-ground monument shall be installed on a cemetery lot. Additional flush markers may be installed to mark full burials. Flush markers are required above each cremation burial.
3 Each above-ground monument must be mounted on a suitable foundation.
4 The foot print of above-ground monuments on large lots shall not exceed ten square feet. The maximum dimension of the monument’s footprint is limited to five feet.
5 The foot print of above ground monuments on small lots shall not exceed six square feet. The maximum dimension of the monument’s footprint is limited to three feet
6 There are no other limitations on the height or style of above-ground markers as long as they have a design appropriate to the cemetery. Monuments are subject to the approval of the Cemetery Trustees.
- LANDSCAPING and DECORATIONS
1 The planting of flowers is limited to an area fourteen inches in front of the above-ground monument.
2 Changing the surface of a lot is not permitted.
3 Lot owners are not authorized to plant shrubs or trees or to erect any above-ground structure such as benches, birdbaths, etc. Should lot owners desire such landscaping additions, they may apply to the Cemetery Trustees.
4 Wire (common in artificial flowers,) glass, and other materials that might present a hazard if hit by the mower are prohibited.
5 The Cemetery Trustees are authorized to remove any items which are not permitted by these rules and any items that have deteriorated.
- GENERAL RULES
1 Vehicles not involved with cemetery operations are restricted to the roadways.
2 The cemetery is normally closed for the winter. The Green Lawn Cemetery tomb can be used for temporary entombment during the winter months.
3 Exceptions to these rules may be made on a case by case basis at the discretion of the Cemetery Trustees.
