Minutes of Mont Vernon Cemetery Trustees

Cemetery trustees meeting was held at the town hall at 11:00 AM, 7 October 2009. Present were trustees Richard Quintal, chair/secretary; Alton Ryder and Karen Lindquist, bookkeeper. Invited guest Martha Goodnow was present to discuss her possible assistance to the board about computer related matters.

Quintal presented an agenda consisting of several items

  1. Public comment. No public comment was presented.
  2. M. Roby letter to Cabinet (Oct. 1). Letter read by Quintal who asked if board wanted to respond who responded in the affirmative. Ryder made comment that present rules prohibited the items at Roby grave. Matter was discussed and it was decided that Karen Lindquist would respond after hearing from board members and Goodnow. Letter will be drafted and sent to the board for comment and approval.
  3.  Plantings – trees and flowers – were discussed. Ryder had plan for 2009 trees but board took no action to purchase and install. Quintal pointed out that without water young trees are at high risk and should not be planted. A well was drilled in 2008 and is awaiting electrical power which should be available 2009 (see Item 13).
  4. Computer generation of deeds. Quintal attempted to make a document on cemetery laptop, and was unsuccessful as was Lindquist. Quintal has purchased form software and will install and test. If suitable, it will be used for generating Right-to-Inter documents. Map/schematics will continue to be maintained and updated by Ryder.
  5. RTI documents and maps included in Item 4.
  6. Return of documents to Lindquist. Lindquist suggested that cemetery related documents be retained at the town hall. It was decided that certain documents that are archived should be at the town hall as well as original vital records (executed Right-to Inter documents, Interment Orders, maps, schematics and electronic copies) should be kept in a fireproof box also to be archived at the town hall. Ryder makes motion that “Quintal be authorized to spend up to $200 for a fireproof box in which to store cemetery vital records.” Lindquist seconds; all in favor.
  7. Bench inventory. Quintal reports that as of 30 Sept. 2009 nine benches have been installed at Green Lawn. Ryder presented search results of cemetery minutes from 2002 to present which has been completed and was presented to the board. It appears that two benches have been installed in compliance with the rules, two installed by the trustees for the convenience of passersby leaving five benches which appear to have been installed without permission. Trustees will consider the matter at a meeting soon to be held. Ms. Crisp is to l be notified of the meeting date.
  8. Upton request to purchase a Right-to-Inter. Lindquist and Quintal have had communications with Upton or a family member. Quintal to call for information, generate the RTI and complete the transaction.
  9. Removal of granite dust and dirt re Riccitelli estimate of $700. Board tabled until spring 2010.
  10. Status of Rules update. Lindquist presented board with draft-in-process of  updated rules. Board will review and comment at a future meeting.
  11. Decorations continue to be removed as they age, die, break or otherwise are not in accordance with present Rules.
  12. Status of overseeding. Quintal reviewed the second seeding by Riccitelli and reports an improvement. Hydro seeding however, in Quintal’s opinion should not be used on lots as the process left a gray, unsightly residue unsuitable for a cemetery. Three graves remain in poor to fair condition they being Crisp, Wilson and Koenig. Quintal to contact Riccitelli re this matter. Lindquist holding invoice pending resolution.
  13. Status of electrical service to well. Quintal to schedule meeting with PSNH, Riccitelli (trenching), Bucky Grugnale (DPW) and Ruoff (electrical contractor).
  14. Map update. Map/schematics not updated since 2007. Ryder to update with new burials and corrections with roads and gates clearly identified. Also any items not clear to be footnoted with explanations.
  15. Old business. None.
  16. New business. Trustees discussed with Martha Goodnow the computer work
  17. Action Items. Not discussed due to time constraints.
