Minutes of Mont Vernon Cemetery Trustees

Cemetery trustees meeting was held at the town hall on August 12, 2009. Present were trustees Richard Quintal, Alton Ryder and Karen Lindquist. Meeting opened at 7:00PM.

Quintal presented an agenda consisting of several items

1. Minutes of July 15, 2009 were approved.

2. Public comment. Cynthia Crisp, accompanied by Christine Brown of Nashua, was present to offer comment regarding 1) trustees were derelict in their duty to promptly fill the sinking backfill of her late husband’s grave, 2) the recent removal of items and plants from the gravesite of Norman Crisp, late husband of Cynthia Crisp, 3) previous denial for the installation of a bench request and 4) permitting engraving not authorized by her on a Crisp marker.

Ms. Crisp complained that trustees removed or caused to be removed plantings from a grave on her lot without her knowledge or permission. Ms. Crisp said the plantings had sentimental value.


Re the sinking backfill: Ms. Crisp reported that she visited the grave shortly after the burial and met trustee Ryder there to discuss the condition and that Ryder made a comment that offended her. Mr. Ryder denied saying what he was accused of. She said she then ordered loam to be delivered and had the depression filled. Quintal asked Ms. Crisp if she had made effort to contact other trustees to fix the problem or complain about Mr. Ryder’s alleged comment and she replied she had not.

Re recent removal of items and plants from the gravesite: Quintal explained that over the past several years cemetery rules regarding decorations have been increasingly violated and several weeks before 2009 Memorial Day the trustees, after viewing the large increase of disallowed items and plantings, decided to rigorously enforce the rules.

Re previous denial for the installation of a bench request: Quintal summarized from his best recall, aided by Mr. Ryder, that Ms. Crisp requested to subdivide her four- grave lot into two two-grave lots. Rules state that a bench is not allowed at a lot that has a vertical marker. Since both her lots each have a vertical stone marker, the request was denied. Additionally Ms. Crisp, at the time (2005?), was advised of other rules regarding a bench and did not pursue the matter. At this time, Ms. Crisp alleges that other benches have been installed that do not meet present rules and believes she has been singled out for denial. The trustees assured her that this was not the case and a suggestion was presented by Quintal that the matter be investigated to determine the facts to be presented at a later meeting, to which all agreed. Trustees advised Ms. Crisp that since the trustees agree to investigate, no promise of a favorable decision is being made if considering a second request for a bench.
Regarding the engraving on a Crisp marker not authorized by her: trustees explained to her that trustees are not involved in any way as to engravings on markers and since she indicates she has knowledge of who ordered such marking, to take it up with such person.

3. Condition of cemetery: Quintal advised board that grass reseeding has not produced as well as expected. Quintal to meet with Mike Riccitelli, who did the work, to determine how to proceed.

4. Ryder moves, Lindquist seconds to post rules regarding decorations in the area of most offenses, as well as in waterproof envelopes attached to markers on those lots, notifying those who have control of such lots, and that after 30 days from posting all lots will conform to the rules current at that time. Lindquist is updating rules for trustees to review late August.

5. Sample tri-fold rules brochure shown to trustees for consideration to supply to town hall and at cemetery in outdoor literature holder.

6. Where are deleted minutes from web page? Disk? Paper? Ryder will check.

7. Ryder and Lindquist to send to trustees copies of disks identified as “Permanent Residents.”

6. Add c/t meetings to town web site calendar. Lindquist will do before trustees meet.

7. No additional communication from David Upton regarding his request to buy a lot at Green Lawn..
